The next categories are free of handling fee:
1)
Children under the
age of six (6) years

Pupils and students
for trips made as a part of their study. This means that they should apply for
a handling free visa AND submit proof that the visa is for a trip that is made
as a part of their study. A declaration signed by the rector of the university,
school or study centre will be enough.
3)
Researchers and
scientists, for trips made in the purpose of their research. They also must
apply for a handling free visa AND submit proof. In their case again the rector
of the Russian university or research centre must sign a declaration that the
trip is meant to be in the field of the specific research.
4)
Community citizens.

Community citizen – A European who lives in
another European country not being his home country is a community citizen.
Spouse or other dependant persons don’t need MVV if they would like to stay
longer than 3 months! With a short stay visa they can apply for a residence permit
with the municipality.
